Joyce Mulliken
Joyce Mulliken (Republican) served the 13th Legislative District representing most of Grant, all of Kittitas and part of Yakima Counties. She was first elected to the House of Representatives in 1995 and served four terms there before winning a seat in the state Senate in 2003. She resigned that seat in 2006 upon appointment to the Growth Management Hearings Board.

A long-term resident of Ephrata, she graduated from Big Bend Community College and attended CWU and Western Oregon State College.

Joyce was active in her community and enjoyed directing the youth choir. She was a classroom interpreter for the deaf and was active in several Chambers of Commerce and other civic organizations.

Joyce and her husband had a son and also served as foster parents.
