Shirley J. Winsley
Shirley J. Winsley (Republican) represented the 28th Legislative District, comprised of
the Pierce County communities of West Tacoma,
Fircrest, University Place, Lakewood, Steilacoom, Tillicum and McNeil, Ketron, Anderson and Day Islands.
Originally appointed as a Democrat in 1974 to serve the unexpired term of
Richard Kelley, Shirley won a seat as a Republican in 1976 and served 15 years in the
House. She was sworn into the Senate on November 19, 1992 and served until her resignation on June 30, 2004
when she was appointed to the
Tax Appeals Board.
Born in Fosston, Minnesota. Graduate of Tacoma Community College and attended Pacific Lutheran University. She also served as a member
and Chair of the Pierce County Council.
Shirley was a member of the League of Women Voters, Lakewood Women in
Business and the Board of Governors of the Fort Steilacoom Community College
Foundation.
She and her husband had two children.
