Harriet A. Spanel (Democrat) served in the 40th Legislative District which included San Juan, northwestern Skagit and southwestern Whatcom counties. First elected to the House of Representatives in 1987, she served three terms. She was elected to the Senate in 1993 and served four terms until 2009.

Born and raised on an Iowa farm. Earned a B.S. in Mathematics from Iowa State University.

Long-time activist in local and state issues; involved in a wide variety of organizations including the League of Women Voters.

Lived in Bellingham and has three children.
