Elmira Forner (Republican) was appointed to represent the 47th Legislative District on January 8, 1990 to serve an unexpired term. She served until 1995. The district encompassed southeast King County.

A long-time community activist serving on education task force, Chamber of Commerce and Kiwanis Club.

She and her husband operated a small farm and have three children.
